With respect to your timely deliberations, this letter, for your reading and acknowledgment, includes a transliteration from Afghanistan media news (10/11/09), on territorial map alarm.  This is via Kabul intelligentsia, versus (vs) Pakistani-Militarist, ISI intelligence diversion of USA funding.  We appreciate the USA President’s clear statements for Afghanistan Security for hosts in civilian jobs (enterprise), with Afghan National Army and Police training and education.  This is by requests  of USA Generals, Mullen and S. Chrystal (pbs.org), as well as Envoy, R. Holbrooke (See Endnote.)  In advance, my apologies for any possible misphrasing in third party translation.


INSIDE AFGHANISTAN ANALYSIS (Afghanistan news media services, 10/11/09, and transliteration by fma & jels*):


Amidst Afghanistan political analysts, the rumor is that USA is handing Afghanistan to Pakistan control, once more.  


POLITICAL ANALYST, Professor Zia Rafat, Kabul University, said that if this happens that would damage American interests and allies in the region.  Also, for Afghanistan it would be a tragedy if once more Afghanistan would fall under the hands of Pakistan.  In that case, regional countries would help for their own interests.  That would create a power struggle in the region.  There would be more regional and ethnic, religious problems for neighboring countries.  India would show its sensitivity; Iran would worry about Pakistan (control) in Afghanistan.  But Rafat says the USA with international coalition / communities  -- has not succeeded in Afghanistan for peace.  USA does better contributing in the rule of law, reconstruction and other social work.  Pakistan trusts Taliban/students, but the people of Afghanistan never trust them.  The new military strategy should reconsider this (for Afghanistan).


INTERNATIONAL RELATIONS and Political Analyst, Professor S.N. Mahmud, agreed.  If Afghanistan goes to Pakistan, there will be more problems, but for the entire world.  If the new Obama strategy is the handover, Pakistan will be stronger than the USA.  Then, God forbid, USA would look WEAKER.  If such co-operation with USA, Pakistan would make new demands and make Afghans weaker, too.  This would change the regional map, territorial integrity.  The would make more conditions (or strings) on USA.  If Afghan affairs and sovereign authority (continues to be deferred or) is given to Pakistan Proxy, that is PAK-Military-ISI, Intelligence, they would change the regional map and suggest they are taking care of all Taliban/students.  This USA alternative would be strongly damaging.  So, if Afghans who favor America have to defer to Pakistan-ISI-Militarists, then that would sensitize Russians (with Iranians) to (continue to seek or) influence Afghans for their own power.  


So, these are real concerns of all Afghans, about any USA decisions to defer to Pakistan rather than to Afghans for their own policy.  It is scary.

DEAR PRESIDENT BARACK OBAMA:


FIRST, I would like to take a moment to thank you for your inspiring leadership; you have truly brought a welcoming change to the atmosphere. Also, I would like to thank the American people for their long standing friendship and a deep desire to assist the Afghans during their trials and tribulations. It is refreshing to know that people are aware of the plight of the Afghans. I am content that the procedures concerning Afghanistan are elevated on your agenda.

WHEN I see the fact that innocent Afghans (women/children) are losing their precious lives from hunger, high poverty, and injustice, [bombing] and they are homeless, helpless in their native-land. I am encouraged to speak up for the rights of those whom are afraid to voice their concerns and anguish.

THOSE that limit and insult Afghanistan by stating that the country is only a Tribal, "cave man" society, not ready for a democratic system, are only hurting the sentiments of the people and weakening their role in bringing change to the nation. -- "Some voices around the world are saying that we -- Afghans are not capable of building an effective state, that we are not ready to pursue a democratic order, or that we are not prepared to join the modern world." For their information, the 1964 Afghan Constitution recognized men/ women as equal citizens with equal rights. Women were active and fought for and achieved certain important rights in every aspects of the society.

IT'S IMPORTANT to say, If America truly desires that Afghanistan sustains a democratic government, then the elections taken place in the country must be open to all citizens and free of interference from foreign countries. The people must be given a chance to elect whomever they wish to lead the country into a bright, peaceful future.

THE GOVERNMENT is a body that should take responsibility in providing the people with their basic needs. Afghans love freedom but they need an iron-fist and well educated, non/partisan leadership. Business must not be as usual in US foreign policy for Afghanistan. The US should respect the "free will" of the people of Afghanistan. --- The country is in desperate need of a concrete political and economic plan. My hope is that the "Marshall Plan" for Afghanistan emerges in the New US Strategy. My people would like to see an empowerment of Afghan civilian institutions, greater civilian oversight, transparency, accountability, reconstruction, humanitarian assistance, improved coordination, justice, rule of law, and a government to serve to its people.

Frankly, there is no" moderate" in Taliban or Northern Alliance, or in any Jihadis groups, they are all extremists ideologies. The US should not negotiate with any Group or Networks [Those who committed crimes against humanity from the left or right.] They do not have deep local or popular roots outside/ inside Afghanistan. They are the creation of the Pakistani ISI-Military's and support to militant groups/extremists, or other neighboring countries.

HOWEVER, KILLING innocent Pashtuns in the name of "Talib" for over seven years is enough. Pashtuns declare that the US/International killing of Pashtuns for the sake of Northern Alliance is beyond imagination and must stop soon. "Aggressive military action, arbitrary detentions, indiscriminate raids, and house searches in the Pashtun areas of Afghanistan have not only failed to reduce religious extremism, but local discontent and violence." -- "A key obstacle to enduring Peace in Afghanistan is the perception among ethnic Pashtuns that they are not meaningfully represented in the Central government. Crisis Group warned that without measures to address Pashtun grievances the political process could end in failure.

AS AN Afghan-American woman, a former educator, and human rights activist, when I hear the fact that the US / International community are not winning the war against extremists/Al-Qaeda, I feel disheartened. Furthermore, many sources state, "after handing the "moderate Taliban" a share of the power in Kabul, America will pull out troops, allowing the Pakistani Army/ISI to run Afghanistan on its behalf, once again". This eerie comment makes me concerned for the future welfare of Afghans. Afghanistan must not be forgotten this time because the repercussions will haunt America until the conflicts in the region are solved.

I have dedicated most of my life to writing and advocating the rights of peace and harmony in Afghanistan for over 20 years. "The Obama administration should learn from past mistakes and above all to focus US efforts on enabling a strong Central government, to expand its legitimacy through the security, to compel the government to rule justly, and provide public services to Afghan citizens. This is the only sustainable path to stability in Afghanistan.

THE SAME Afghans [this group or that one] have been called to attend [international] conferences for the past 30 years, over a period of time they have become redundant and repetitive in their views, and have further complicated the problems in Afghanistan. Obviously something needs to Change in order to bring peace and security to the country. If America truly wants to succeed in bringing peace to Afghanistan, then it is in the best interest of the country to bring New people, along with new Brains to the table. These are the only ways to bring relief to the innocent men, women, and children that have been exposed to decades of cruelty.

I URGE, President Obama Administration, to concentrate on strengthening and widening the reach of legitimate government institutions and not support parallel organizations or favored individuals. Ordinary Afghans are counting on you. What is good for the interest of Afghanistan is also good for America. If America fails to provide a safe haven to Afghans this time around, they will lose all trust and credibility from the region. Afghans have always been known as having a sense of high integrity, independence, and justice. They will never forget those that have extended a helping hand during needful moments.

The war(s) continue to be on Afghan lands.  What is good for Afghan friends is good for USA... (3) AFGHANS Abhor Terrorism (SMO):  Yet media propaganda still needs to be clarified... (4) NOW, funding, $1.5 billion of $7 billion for five years -- is not for Afghanistan Friends of USA.  Instead it is for the Pakistani Parliament, which insults USA with ingratitude (Kerry-Lugar Bill). The Dark Secret is for military, nuclear arsenal and against whom? Mostly their own Pakistani’s. 

(C) PLEASE listen to U.S.A. AFGHAN VOICES, not Pakistani lobbyists.  Continue your success with Generals request for USA Troops increase in Afghanistan.  We understand Secretary Gates call for secrecy, and also, Secretary H. Clinton’s concern for local Afghan’s security.  (1) WE need you to Support the call for Afghanistan Security for normal Afghans, with Afghan National Army and Police, in the USA Troops surge  (not Pakistani ISI, Militarists). (2) Since 1500 BC, it is The Established Crossroad to Asia (late L. Dupree, Ph.D.-Harvard; in international trade and commerce), to competitive or not nice neighbors. (3) Replenished with food crops for the regional trade and farm animals for families, brings Afghan normalcy over time. Afghanistan is not Iraq, nor Pakistan...Time is of the essence, to not backstep. Thus far, it is working, for normal Afghans and USA Troops Security (albeit marine deaths). So General Stanley McCrystal with other Generals, have requested troops increase for Afghan war, or it is a failed USA-Afghan mission in 12 months? That is his input in the public call for your strategy, as Commander in Chief.  We appreciate the opportunity to express concerns to you by observations and my opinion. Could failure be is a nice word for global chaos at home?

WE remind you of the March 20, 2009, which predicted Pakistani ISI - Militarists usurping Afghanistan voices. (Refer to Letter to the President, by humanitarian activist, Fakhria Alefi, Review Editor, afghaninfo.org). In fact, do USA and Afghan voices, continue to be betrayed (if not also “blackmailed”) by Pakistani ISI, militarists, as done for decades?

SO, next will be three pointed facts of Afghan friends to USA, being usurped by USA funding to Pakistani Isi-Militarists (1989 Geneva Pact, 100 Year Bombay Institute and 9/11; all without normal Afghan voice).

AFGHANISTAN is not Iraq or Pakistan. The war(s) continue to be on Afghan lands.  What is good for Afghan friends is good for USA.


(B) TO CONTINUE for Afghan Voice for Security, here are three pointed facts of Afghan friends to USA, being usurped by USA funding to Pakistani Isi-Militarists:

(1) In 1989, at the Geneva Pact, the Afghan Mujihideen had won the Cold War, with US President support in stinger missiles.  Yet they were not present at the pact (like Lt. A. Lodin, Ph.D), only the Pakistani General (Z. Stanizai, Ph.D. 1989).  Now, Pakistani politicos take credit, distorting the fact, after the Soviet troop invasion in Afghanistan, 1979.  Also, after the 1964 Constitution, there was the ignored 1973 Constitution.

(2) Further, AMIDST PAKISTANI CAMPS today’s Afghan refugee adult orphans -- included Pakistani trained Taliban / students. (That is based on a 100 year Bombay Institute, according to SM Omar, Ph.D-Harvard.)  Pakistan received funding for refugee camps, not Afghans.

(3) AFGHANS ABHOR TERRORISM:  Yet media propaganda still needs to be clarified.  (A) In the 9/11, NY Twin Towers attack, none of the 19 suicidal bombers were Afghans, but mostly foreign affiliates of the ex-Saudi bin Laden of Al Qaeda fanatic militarists.  (B) Afghans did not get their own Afghanistan Embassy until about 2005, having to defer to Pakistani consulates. (C) Senator J. McCain (AZ) said that Al Qaeda with Taliban/students are not separate.

(4) NOW, funding $1.5 billion of $7 billion for five years goes where? Is it not for Afghanistan Friends of USA -- but instead the Pakistani Parliament, which insults USA with ingratitude (Kerry-Lugar Bill)?  Do they want expenditures of USA taxpayer funds to be their Dark Secret, for military, nuclear arsenal?  Against whom? Mostly their own Pakistani’s?  Contrary to President Obama’s vision, will it continue to not succeed. Are they targeting Al Qaeda criminals (of drug-trafficking addicts), with no nation, exiled from Saudi Arabia, Sudan and other targets?  Did Pakistani’s General betray USA funding, diverting funds for themselves in tech arsenal, not Afghan neighbors.   Next, see closing (Part C). 


(C) PLEASE LISTEN to U.S.A. AFGHAN VOICES, not Pakistani lobbyists.  We heartily pray that your choice of success continue with General Stanley Crystal in Afghanistan.   We understand Secretary Gates call for secrecy, yet also, Secretary H. Clinton’s concern for local Afghan’s security.  The people are war torn since Soviet Russian Premier Brezhnev’s fighter plane hit the Afghan Presidential Palace, April 27, 1978.  To the worldwide Afghan diaspora, it started years of Afghanistan cultural genocide and malrepresentation.  There were over 50 Chambers of Commerce, with Kabul as the central capitol of power, not compromised provincial gov errors.   Since Habibullah, girls and women were educated.  So, Taliban/students are ignorant, even in their own religion.

(1) WE need you to Support the call for Afghanistan Security with care for normal, innocent Afghans, by regular jobs and basic healthy services (plumbing, and electricity), as well as Afghan National Army and Police (training and education), in the USA Troops surge success for Afghanistan sovereignty (not Pakistani ISI, Militarists).  Ironically, Afghanistan celebrated their Independence in August 19, 1919.  Later, Pakistan became a nation in 1947, an offspring of Afghanistan. The Afghan Capitol in Kabul, is central, since 1747, with the Loya Jirga (of Elders), Grand Assembly-elect, King Ahmad Shah Durrani (notes SM Omar, Ph.D.-Harvard, 15 Year International Secretary of Trade and Commerce). Importantly, support recent success with the required increase by USA TROOPS buildup, as the Generals have requested.  Thereby, it can also restore USAID (with micro, small Afghan business loans; basic services with water resources) and Afghanistan friendship to USA.  

(2) Since 1500 BC, it is The Established Crossroad to Asia (late L. Dupree, Ph.D.-Harvard; in international trade and commerce), now with competitive or not nice neighbors.  Contradictorily, the earlier 1990's Taliban students had lowered the addictive poppy crop trade.  Later, instead, they got needed job pay, as Pakistani-trained Talib, limited as soldiers, under the umbrella of Al Qaeda fanatic killers and other foreign insurgents over the years.  (Now, Russians, too, report problems with addictions, and illegal drugs bring more crime in addictions.  It is a bain on world crime and school security funds.)  Afghanistan is the ancient land of 100 kinds of wheat (Prof. Niaz).

(3) Replenishment with food crops for the regional trade; farm animals for families and restoration of untapped water resources -- will bring Afghan normalcy over time.  Afghanistan is not Iraq, nor Pakistan, nor California, USA.  Afghans get few dollars (for Security Restoration), and the rest has gone to Iraqi's and now Pakistani's usurp Afghan victory from USA and Troops Security.  It would be a grave mistake to continue to ignore normal Afghans again (on issues, policy and fanatic killers in security threats to Afghans and USA).  The ongoing war is on their land, betwixt and between.  Afghan suffering is not good for USA.  What's good for Afghan friends is good for USA over the years.

Thank you for your time and consideration in expressing our concerns and alarm. Congratulations in your humbling acceptance of Nobel Peace Prize.  Your original troop surge is working for Security for USA and Afghanistan.  So USA Generals request more, where time is of the essence, to not backstep. Please send us a reply that this was read by the intended reader, as addressed.
